Evidence-based Analysis for Making Informed Decisions
HICCAP is responsible for preparing analyses of legislative bills that would impose new mandates on health insurers that issue and/or administer health benefit plans in Texas.
Leveraging CHCD’s expert researchers and staff, HICCAP will use data from the Texas All-Payor Claims Databases (TX-APCD) and peer-reviewed scientific literature to engage health care providers and other related content experts in evaluating the medical effectiveness, cost impact, and public health impact of proposed bills that relate to health insurance mandates.
HICCAP will provide Texas lawmakers with evidence-based objective analyses of potential medical, financial, and public health impacts of proposed health insurance benefit mandates. These analyses will equip the Texas Legislature with the reliable scientific evidence required to make informed decisions.
Core Components of a HICCAP Analysis
Medical Effectiveness
Analyze and report the extent to which the proposed bill is expected to impact access to care and/or any relevant health care service that is recognized by the medical community as being effective in the screening, diagnosis, treatment, or improvement of a condition or disease.
Cost Impact
Analyze and report the extent to which the legislation is expected to increase or decrease total cost of health coverage, spending by individuals and/or entities, or administrative expenses.
Public Health Impact
Analyze and report the extent to which the proposed bill is expected to impact the health of communities, e.g., by reducing hospitalizations and/or by reducing instances of communicable disease.
